Innovation is a broad term that may have different meanings.

In some cases, we are talking about innovation in terms of bringing about completely new and revolutionary ideas that may change society or how to do a certain task in the first place. But innovation can be done at more subtle levels - sometimes by trying to find a solution to a problem and sometimes innovations emerge from pure coincidence.

The approach to innovation could be summarized as "the ability to successfully develop and introduce new processes, services and methods that result in significant improvements in quality, efficiency or effectiveness." In the public sector, this is primarily about finding new perspectives on existing problems in society, trying to redefine the purpose or goal of an activity to achieve better end-user results or to change how delivery of services and products is being implemented. It may also be about finding new or better forms of cooperation, for example between different authorities.

The state and municipal sector have shared responsibility for many important social functions. Here, we often have to find new ways to work out a functioning interaction and services that are adapted to new demands. Digitalization in society has expressed a need and wishes from the population to be able to access many social functions via electronic devices at any time of the day. State, government and business have been working hard to develop new and innovative services that meet the demands and wishes of the people, while maintaining legal certainty, privacy and a number of additional requirements develops public sector products and services.
